Data Policy for Non Supported Projects
Because we were not fully funded we cannot be as open ended by accepting datasets from people unless they are fully funded by NSF OCE's Biology, Chemistry, and OPP program offices. But like many situations we have to take some care in our response before we catagorically so "no".
We still have the latitude to "accept" datasets from other sources when they are of value to the community we serve. Other factors come into play too, such as, have we worked with this researcher before; are the data familiar to us; do we expect the data to come in good shape; are we familiar with the project/program; etc.
It is reasonable to ask that a PI include one week of your time (about $4,250 including G&A, etc.) for each 1-2 datasets expected to be made available, assuming (1) we know the scientist and expect the data to come in reasonable shape, and (2) we are familiar with the data and do not expect any "gotchas".
We do have to be careful that we do not over extend our resources but at the same time, we do not want to appear "money grubbing".
I think this document can serve as initial "guidelines" but it should be expanded to help us deal with the inevitable requests for help that will come our way once NSF fully implements its new policy.
